Adding chat script to main pager header

I'd like to add a chat button to the header of the site (we have available white space above the main header).

I have the script to add it, but I'm not sure where it needs to be added. I'm hoping to add the chat button just to the left of the Log In and Register buttons so that it will always be displayed no matter where you navigate through the site.

How would I add this script?
