tabbed panels / navigation

I would like to know, if someone could point me in the right direction.

I am working on my second site, and I would like to implement a horizontal navigation, where some links open css/html styled windows (kind of like tabs), and others just open a new page (more like navigation bar). All that happens on mouse over and out, not click.

I tried an approach with spry tabbed panels, but they have to be clicked to open, they stay open when the user clicks outside the tab (not on another tab), and worst of all, one tab is always open.

Is there a Webassist extension, that can do these types of navigation (example: Or is there a good tutorial on the web? So far I haven't found one.

I can find my way around css and html, but not java script.
