# replaced by %23 with WA Server Validation redirect to anchor on page

I have a WA Server Validation for the WA Captcha at the bottom of a long page. I append the id of an anchor to the filename in the WA Server Validation wizard. When the validation fails, the redirected page gets a 404 error. The address of the failing page has %23 where the # should be. Example...
Redirect in Server Validation wizard: National_Specialty_Volunteers.php#vform
Address displayed by my 404 error page: National_Specialty_Volunteers.php%23vform.

I have tested it and it also fails without the imported Excel table and associated styles.

Attached is my page.
