Using Wamp with eCart

I have Vista Home Basic, so I am using Wamp to test my files. But I cannot get anything except a 403 Forbidden Error when I try to access localhost/ in a browser window. If anyone could give me a couple of things to try, I'm really new at this so it would help. I just don't even know where to begin. I am pretty new at this and don't understand most programming jargon.
