Missing/Illegal Service/Code When Using UPS

Missing/Illegal Service/Code When Using UPS

I get the following error message on my shipping_fail.php page when trying to get shipping rates from UPS.

"Missing/Illegal Service/Code "

I've double checked that my login, pw and xml access key are correct. Does anyone know what the problem is and how to resolve it?
