Entire Form From Cookie

My form is within a template and access to the tag is not convenient, I would need to detach.
The HELP file suggests: "or the tag that contains the appropriate event to trigger setting the form values".

This is a contact form and the captcha failure erases the form contents. In this case the validation and sending of the email is done on a separate page.

Where else could I attach this behavior?
