Page shifts to the left

Having created a fixed width centred page I have a problem whereby pages longer than the screen length automatically get a vertical scroll bar added to the page.

This shift the page to the left by a few pixels and to me it is annoying.

If you navigate between say, short page - long page - short page, it looks as if the website is jumping left to right.

What is the solution?

1. Make every page say 800 pixels long so that every page shows a vertical scroll bar, although the downside is, with some of the pages there will be a lot of empty space.

2. Add to the CSS coding to force a vertical scroll bar on EVERY page regardless of length

3. ?????
