Shipping quote problem

My cart is working fine, but I am getting some strange results from UPS when it comes to shipping. For instance, if I have a 1 pound item, or a 10 pound item, I am getting close to the same amount for shipping. The shipping amount is way to little to begin with, for example, for the 1 pound item shipped its telling my customers that shipping is $5.61 that's off about $5, should be around $10.61 why do you think this is happening? Is the cart passing along the proper weight to UPS? Also I noticed in the admin backend you can't add items for less then $1.00 why is this? Is it just a simple change to the database field for price?

The rate is based on the zip code you enter for the store in the WA_Globals.php file and the shipping zip code the costumer enters, as well as the weight.

you can add the following code to the confirm page between the body tags to return the full xml request and response from the UPS server for trouble shooting, post this information back and we will be able to get a better idea of what is going wrong. it could be the packaging type you have selected.

The prices you enter cannot start with a decimal, to enter a price less than a dollar, you must include the leading 0:
0.25

is a valid price, but:
.25

is not.
