Creating a new site

Hi there,
I'm at a bit of a loss with this one.
I have created a layout using css sculptor, the missing link for me is how to create a whole site using this layout?? I exported the layout (.zip) and can't seem to import it. the layout shows up in the list (under css sculptor) though selecting it does not do anything :(
what am I missing?
many thanks
