I'm using PowerStore 2 (on a Mac using Dreamweaver 3) to run a wine store. Part of the agreement with the local liquor licensing organisation is that we have to have a compulsory Terms & Conditions Agreement checkbox.

I figure I need to use CSS Form Builder (which I own) to add a client / server validation to check that it's checked. I've attempted to use the "Modifying an existing form with CSS Form Builder" PDF (modifying_custom_form.pdf) to add this validation, but it doesn't make sense to remove all validations and then add them all back again.

Setting up the checkbox was easy enough ...

<input name="tcagree" type="checkbox" id="tcagree" value="1" />

... but it seems as though to get it validated as being required is a rather large amount of work for what it is. Have I misunderstood the process or is there a simpler way?

I have added that to several of the carts that I have done. With Dreamweaver it is very simple. You only need to add a Spry Checkbox . Check the box in the spry behaviors that indicates required. The form won't submit unless the box is checked. They can't complete checkout unless this is checked.
