It is supposed to represent a missing piece of code. It usually means that either the page is missing the connection or include files associated with that code, or DW just thinks so (sometimes opening and closing the page removes it because there isn't actually a problem).

opening and closing the page does not get rid of the red ! .
Where to I go from here? re create the page?

Does the page work? You may be able to simply ignore it.
Try double clicking on the server behavior and reapplying it. That should fix any problems.

Did you, perhaps, modify the code a great deal? I know I have experienced similar issues when modifying the code so much that Dreamweaver simply cannot digest it as what it tries to read as traditional DW behavior. But as Ray said, if the code works, the denotation is not an issue whatsoever for the end user.
