failed to connect to mailserver

On the checkout page as I was trying to find email error the wizard on the server behavior on the final page asks for a "ReturnURL, CancelURL, FailureURL" even though I filled this info out in the checkout wizard. Is this causing the error.I have made sure of my mail server info but I get the following message: Warning: mail() [function.mail]: Failed to connect to mailserver at "" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in C:\wamp\www\Access Multi Bids\WA_Universal_Email\mail_PHP.php on line 254

The return cancel and failure URLS do not have anything to do with the email receipt that is sent.

This error is saying that the email server being used by the Universal Email server behavior on the confirm page cannot be connected to. If you are certain that the SMTP server setting is correct, than the email serve may be down at the currant time.
