shipping based on quantity not working as expected

I want to base our shipping by the total quantity of items in the cart, ship to state, and shipping method chosen.

I have the following rules applied to a shipping (as entered into ecart)
total number of items >10
total number of items <150
session ship_stg ==1
session ship_method==1
flat rate $10

ship_stg is the state group (ie a list of states that all have the same shipping)
so - i have plopped the state group and the ship method to display on the view cart page so i can see thier values. I get a result of 1 and 1. the number of items in the cart is 50 (qty 50 of 1 item). however my returned shipping value is 0.

now if i change the above first rule above to be be items>1
then the shipping returns a result of $10.

so it appears as if its using the number of UNIQUE items in the cart.
how do i get it to use the TOTAL items in the cart?

i think im missing something simple here.......

UPS freight charge dosent work...

Please help us! We need to calculate the shipping fees on our website. We opened an account with UPS, we use the E-CART help documentations, but without succes!!

All of our shippement will start by Shenzen (China), and delivery everywhere on the globe.

It is really rush, please did somebody can helping us?

You really should post this in a new thread instead of hijacking another.

1st, make sure the USPS shipping rate lookup is set to redirect to a failure page when the lookup behavior fails

On the shipping failure page, go to the bindings panel and expand the USPS collection.

Add the full Request and Full response bindings to the failure page, the full response from USPS will give us some clues on why the lookup is not working.

Use the "Subtotal for any Column" trigger instead:

If the Subtotal For Column [Quantity] is [>] a value of [50]

And
If the Subtotal For Column [Quantity] is [<] a value of [150]
