shipping redirect

I have a client that wants to redirect the customer to a page that says the shipping must be handled by a representative if there are more than 2 items in their shopping cart, OR if the shipping address is international. It can save the order and put it in the database but shouldn't complete to the payment options.
Any direction would be helpful.

PS first time I used ecart 6, nice improvements, responsive layouts etc. Thanks!

I'd probably just create a page that saves the cart in the database and displays that message.

Then you just have to add a few IF statements to the top of the confirm page that redirects to this new page if the requirements are met and they try to check out.
