no toolbar present when i try to add cms content

trying to add content new application everything there apart from toolbars

what controls toolbars i have had knife nd fork code together from a working site, since system crash trouble using mamp pro and sequel pro to generate db

any help is welcome

I recall early when i moved some of teh webassist files /folder put them bak as was ??

Copied all webassist folders from a working copy .. GOT IT WORKING
