Does it need to create its database?

I have just installed the DW tool for google and it seems ok. I have placed the code in a template and uploaded everything to the web. I have tested a few pages and it renders well.

However, when I try a search of my site with terms that I KNOW are in there, it returns a message to say it couldn't find them.

Do I need to wait for a while for this to work?

You should not have to set up a database to run this product on your site.

Do you have a page where I can check this functionality?

Are you checking the radio button to search on your own domain or leaving it on the WWW when searching?
