Cart validation triggering for State field when a foreign country is selected

I'm having a problem with the cart's validation being triggered on checkout when a customer from a foreign country (Switzerland in this case) enters nothing in the state box. It seems to be trying to validate a selection from the US State dropdown, which is hidden when a country other than US is selected. When I recreated this and entered something, anything (letter, number etc) in the State box, all went well. This only occurs when nothing at all is entered, either in the Billing or Shipping State fields. Help?

Also, is there a quick way to disable the validation until I can fix this? I commented out the lines in paymentoptions.js and it's still validating.

Can I get FTP access and a url to reproduce? This will be easier for me to work on live.

I've updated the confirm_cart.php page to not require the State field unless the country is set to "US"... that is on line 32 of confirm_cart.php.

It looks like the problem is still there. The validation will show up near the top of the Billing form and the validation still won't let you enter your CC info if there is nothing in the field. Is it possible that we have a few different validations going on?
