Create Expression For eCart

I need to create a shipping rule in eCart that says:
1. if the subtotal of items >0
AND
2. If the ship ship to country equals Canada
Then
3. Assess a flat rate of $X.XX

I was able to get #1 and #3, but I can't get the ship to country to work. My trigger reads "SubTotal of items>0 AND If:", but what expression should I put in to make this work?

Apply the "Set Session Value" server behavior on the "confirm_cart.php" page to save the value of the country selected as a session variable.

Then you can create the eCart rule based on the session variable value being equal to "CA"
