Incorrect Billing Address Sent to PayPal

I have just received this message from PayPal: "Your website cart billing address and shipping address forms are mixing up in the checkout, please fix!! ##The shipping address should be to #### ######, # ##### road Cambourne, Porirua, NZ, 5026. NOT HILLCREST".

I have just tested it and although the shipping address is correct, the billing address is not. Here is a screenshot of the two addresses as they are displayed in the shopping cart:

and here is a screenshot of how they appear in PayPal:

If you are using Express Checkout, then the shipping address they enter on your site can be overridden by the paypal checkout. That might be what happened. If you need help debugging, please contact me via Skype and I'll debug it with you in a screen sharing session.
