Tooltips not showing properly

Hello,
What could be causing this (see screenshot where tooltips are behind basic page elements).

I've check z-index and there is none nor will changing the css for the tooltip bring it forward.

I'm leaning towards thinking the elements are loading first creating this stacking condition?

Any ideas?

I'd have to see the problem on the page to tell...

The first screen shot I'm not sure what I'm looking at. The second screen shot appears correct. It can see the element behind it faintly because the error message overlay has a transparency that allows you to see through it. You could update the transparency in the CSS so that you can't see the things behind it.

Ray,
One image shows the balloon properly. the second shows two validation balloons both behind the pages main content.

I just added z-index values and it still shows as shown.

Is there a url where I can view the problem? My only guess is that there is something with a higher z-index on the page.

Yes, that is what I thought also but there were no z-index values until I just added some to see if it would fix the issue.
