easiest way to have flat rate shipping reduced to zero for three local zip codes

None of the other forum questions dealing with similar problems is as seemingly easy as this. I currently have a flat $12 shipping charge. The client wants three local zip codes to have free shipping. Please explain fully what is the easiest way to do this. Database table with three zips and an array added somewhere in the confirm.php page or separate expressions (and how do I write them) in the eCart object editing of shipping? Thanks.

You can save the postal code into the session on the confirm_cart.php page. Then you can update your Shipping rule condition to not apply if the postal code matches one of the three you want.

I've attached a screen shot of the conditions as they might look.
