How should I be storing the product shipping weights for say something that is 1lb 3 ounces?

Use decimals so they can be easily added like: 1.1875
or you could just save it in ounces like: 19
ok but in your example wouldn't the 19 be interpreted as pounds since its lbs.ounces?
You can set the cart to use either pounds or ounces in the cart object definition. It doesn't matter which one you use (pounds by default), you just have to be consistent when entering it into the cart.
The client wants me to switch to LBS is it just a matter of going into the ecart object and switching it then saving it back to the server?
Yes, you just have to update the eCart object and upload it to the server.
