Rotate image in CMS

Once an image has been uploaded through CMS should I be able to rotate it 90 degrees right or left? I cannot find a way to do this.

In the file manager select the image, then look at the top right of the file manager window, there is a section labeled actions with an option to rotate clockwise, or counter clockwise.

I don't see that. could it be a version issue? I have attached images of what my edit screens look like.
