USPS shipping error

After registering at usps webtools website. I received an email with an username and pasword. I'm using that that username as my userID but I'm getting this error when I try to checkout using paypal express checkout and authorized.net:

80040b1a
UspsCom::DoAuth
API=RateV3&XML=PRIORITY009240098710REGULAR
1 <-----(this is my total weight)***

Ive try these servers:
ShippingAPI.dll
ShippingAPI.dll

***** UPDATE *****
Ok now that USPS gave me access to the live server everything is working fine, but if I select PR as country I get this error

-2147218040
IntlPostage;clsIntlPostage.GetCountryInfo;clsIntlPostage.CalcAllPostage;IntlRate.ProcessRequest - The country name is a US Possession.
API=IntlRate&XML=220PackagePuerto Rico

so i guess I have to set the value of PR to US, or remove it from the country list, right?

Yes, try changing the value of Puerto Rico from PR to US
