MySQLi Restrict Acces To Page

I'm trying to create logins for user and admin. I have created a level column and a password column in the database, the login form I have two MySQLi Log in a user with the user and the admin.
User should only enter the user admin pages but should enter the user and admin pages (higher level)
On pages where only the admin should have access, I use the admin session, but how do I do on pages where the user can enter? there must also admin enter.
I have tried to put two MySQLi restrict acess to page one for user and one for the admin but then will no one enter.
Explain clearly that's more than I wondering.

It won't really work that way.

People that are admins will need to have 2 records, one to set them as an admin and one to set them as a user.

When they want to access user level pages, use the user login, when they want access admin pages, use the admin login.
