I'm having this problem.

reset the workspace layout:
go to Window -> Work Space layout -> Reset '<your layout name>'
and Delete the Dreamweaver Cache file from the users configuration folder:

The hint was very good, but is not uninstalling. Does not allow uninstall. (Complains that "design.mxi" is not installed.)
sounds like the extension manager has gone corrupt.
use the cleaner tool to remove Dreamweaver and the Extension Manager:

then reinstall them.
