CMS Live Edit - error adding photo

When in CMS Live Edit mode, I can make text edits OK, but am having trouble adding photos. Are these steps correct?

Click in EDIT region
Click on Photo button in toolbar
Under URL, click on Browse Server

It returns this error: error: "" could not be created

It wasn't able to create the /projects/dcwts/files/ folder used for storing the images, i created the folder manually to fix the problem.
