Multi level responsive menus for large site - ideas?

Hi, I have a client site that is very effective, but has not been updated for mobile. The problem is that the number of items in his inventory (not in a database at this point, but uses PVII photo galleries, e.g.) makes the management of the menu system very complex. Too many options to work easily on a mobile device. http://pavers-retainingwalls.com/ I am looking for recommendations as to what products you could use and how to make this site mobile friendly. We could build a database, just not sure how that would solve the menu problem.
This is not a commerce site to sell on line. That is very unlikely. But we could use the commerce model if that would help, without pricing and carts.

I have the entire suite, btw.
