Connecting to Database on a shared hosting account

I have a client that is on a shared hosting plan with a provider that I am not familiar with and we are trying to set up the database in order to apply PowerCMS to his website. Problem is: the hosting provider is telling us that because he is on a shared hosting plan, we don’t have access to the database remotely. I’m confused on this, the database has been set up on the hosting account but I apparently cannot connect to it via Dreamweaver in order to apply PowerCMS. Does this sound right?

if you set up the Testing Server settings in the Dreamweaver site definition to use FTP and connect directly to the site, you should be able to connect to the database. Dreamweaver uses the testing server site for connecting t othe database, so if the testing server connects directly to the host, then it wont be using a remote connection.

just make sure to set the server root if necessary and use the web address for the URL Prefix.
