Menu Overlay Second Frame

The website I am working on uses framsets with a horizontal menu located on the bottom edge of the top frame and the content in a lower frame. But the problem with this is that the submenu dropdown menu items do not overlay the content frame. Is this posible?

Thanks, for your help, but I've decided to can the framset idea and am going with a straight menu per page setup. They are all asp pages anyway and I notice that CSS Menu Writer uses an include file for the menu content which makes maintinance easier.
