What version of Dreamweaver?

What is your OS?

What Extensions including the version numbers are installed?

When adding Power CMS Builder, make sure you have a php page open.

have you tried Deleting the Dreamweaver Cache file from the users configuration folder:

CMS Cannot be applied to a static HTML page, it can only be applied to a Dynamic PHP page.
