Managing Users and CMS

I have a website with both CMS installed and a separate registration for public users which I created using security assist. I want the log in that I created using security assist to be able to compare the UserGroupID to allow and restrict access. So that the team members (UserGroupID=4) can manage the clients. (UserGroupID=8) The webadmin UserGroupID=1 is the same as the CMS therefore at this level 1 the admin will be able to manage both Users and Website content. However at level 1 I will have them log into the CMS admin so that they can manage web pages and all users in one session. I have attached both log ins and the sa helper files. Thank You!
