Product Options showing up as fields instead of drop down

I added a new product and put in the production options as I have in the past. But this time they showed up as a form field instead of a drop down as it has in the past. How can I get it to generate a drop down list instead of a form field?

When you add a new option group, if you do not populate it with items, it will show as a text field.

On the product update page, click the manage options link. For the option group you added, click the add option link to add an option for the group, once you have options added to the group, it will show as a select list.

I did populate it with items. I put in 20 options per group.
