framework and css and themes

I am using themes and framework alot. Which are the acceptable locations for the css?
1. external css link on template
2. external css link page that holds that the framework page is included on
3. external css link on framework page
4. css on template
5. css onpage that holds that the framework page is included on
6. css on framework page

all of those are acceptable locations for css.

which one to use depends on the page and the CSS rule.

if it is css that should be used by all pages in the site,then add it as an external css link on template

if it is css that should only be used by the individual page, the add it as css on the page.
