PowerCMS on server blocked public facing MySQL Server

We had to do a PCI compliance lockdown of the server and one of the things we had to do was remove internet facing database on port 3306. We just denied access to MySQL with the firewall from the public.

This killed my ability to create new content with PowerCMS in DW CS6. I get the 404 error and message that it doesn't map to the root of the site.

The settings in DW haven't changed and it does map to the root of the site, but the server is no longer allowing internet facing database access. It will allow localhost and the PowerCMS system content is editable from the admin in a browser.

I just can no longer add from DW.

I can't figure out a workaround for this. Does PowerCMS have to use a http connection to MySQL to work from Dreamweaver? Is there any other means for adding CMS content through DW?

Yes, Dreamweaver uses a web connection to access the database, it is the only way Dreamweaver will be able to connect.
