not inserting forms in cms content

can you tell me why this is?

the screen shot is to small to read. i cannot read what the error says.

I am trying to insert a form however its showing this error message.

The error message says, The template that this document is based on does not allow changes outside the <html> tag. The change you made will be discarded.
