Universal Email is not compatible with Dreamweaver CS 6, it was replaced with Form Builder, then compiled into Data Bridge.

you will need to continue using your previous version of Dreamweaver to use Universal Email, or purchase an Upgrade to Data Bridge in order to use it in DW CS6.
