If you site is based on a template, you could add CSS Menu writer to the footer area of the template.

Otherwise, you could create a page with the menu on it, and add the menu to each page in your site as a Framework Builder Plugin.

add footer menu

Hi Jason, I tried looking for the CSS menu writer and the menu writer is now only bundled with 'Design Extender' and system requirements does not include CS3. So, now, with the Framework Builder Plugin - how do I do this?. I still only have dreamweaver CS3 and I need menus that the child always shows up....
thanks for any info...

Design Extender will work with DW CS 5.

But you say:
I need menus that the child always shows up

The menus created by CSS Menu Writer will only show the child menus when the parent menu is hovered over.

What you are referring to sounds more like a directory listing of links, not a menu.
