Accounting for tax on shipping

Hi. I have added 4 fixed rate shipping options to checkout.php that are successfully showing on confirm.php. However my tax calculation is not including the shipping amount. I am passing the shipping value to confirm.php using a session and used a shipping calculation to trigger by session and display the flat rate value. I tried adding a tax calculation based on the same session to add a fixed tax rate for the shipping element and thought the tax result would add up both tax calculations (tax on sub total plus tax on shipping). Please advise how this can be done. Thanks.

On the shipping tab, select the "Include Shipping in cart subtotal when calculating tax"

Then in the tax rules, set the calculation to used Based on Taxable subtotal.
