Validation fail

Hello
I have a insert data page (Wizard DataAssist) and I applied a Server Validation for a field required.
When I submit without text in this field the system correctly remain in the page but strangely register the record in the database

Where is the problem?

the problem is code order.

The code to insert the record is at lines 5 - 26

the code to validate is at lines 38 - 52

This needs to be rearranged so the validation code block is before the insert code block.
