Access Levels

Im trying to get a login to work whereby if you login under a certain username it has an access level attached which then allows you to access a certain page. If i secure my page "admin_menu" with the preset "logged in to ps4_users" (what the wizard made) then it rightly wont allow access to the admin page without being logged in as any user.

However when i have follwed the steps in the archieved documentation and added another column with "userLevel" and added "2" as a access level into this field on one of my users. Added access rules for "Administrator" but it never allows access to the page and always redirects to the page i have selected when authentication fails.
