PHP Safe Mode is Off But Getting Install Errors

Hi all,

I just purchased powergallery and uploaded the files. It wont install because it says php safe mode is on when I know its off on the server. I have access to the server and the settings and see its set to off, but I cant get past it. Is there any way to get around this issue? Please help!
