powerstore 4.5 shipping rules

Hi guys. Im struggling with setting up custom shipping rules.
Firstly, there are two options that I dont know what to put in there.
1. Base Rate
2. Per item rate.
I have looked on the tutorials and forums but I still have no idea.
Can you please help me. All I want to really do is set shipping for UK, Europe and rest of the world. Our shipping provider will be Royal Mail and I know that you dont support any templates or anything for this provider.

the base rate and per item rate are optional.

the base rate is a base shipping price that will applied to the shipping rule.

The per item rate is a shipping price that will be applied based on the quantity of item in the cart.

base and per item rates will be applied regardless of the shipping provider.
