Issue with Tax Calculation

I just set up a buy now paypal button for my client, with the Paypal Buttons extension for Dreamweaver. She is selling her CD on paypal. The issue I am having is that she applies a sales tax only if the purchaser is in New Mexico. Not if they are out of state.

So when I set up the button, there was a field for tax. But now it enters the tax every time, regardless of your location.

How can I fix this such that the tax is calculated after the customer has put in their address?
