Will the progress bar work on submit to Paypal checkout page?

Will the progress bar work on submit to Paypal checkout page? Basically people have to wait up to 30 seconds after they submit their order so that Paypal does the processing, the databases are populated and a receipt is generated. Sometimes people's orders are getting processed more than once, so they get double charges. I found out that it is possible for that to happen through Paypal if people keep pressing the submit button. I added code to disable the button with javascript after one click but that was disabling it on older browsers before clicking so I took it off. That's why I wanted to know if adding the progress bar will work in this situation.

The progress bar will only work on a page that posts to itself, otherwise their is no action to invoke the progress bar display.

Payment forms, such as PayPal post to another page / URL so the progress bar would not work.
