Captcha doesn't work!

The following popup doesn't open when I try to insert a form validation:
form_toolkit_validations_captcha.html
I use CS4
Can you please let me know how to make my captcha work?
at the moment if you add anything the form will be submitted.

To Add validation, Go to WebAssist -> Forms -> Validation -> Server Validation

If the Server Validation behavior is not opening, make sure that the page you are working on is a PHP Page.

Server validation cannot be added to a static HTML Page, it can only be added to a dynamic PHP page.
