HTML Editor Image, Upload not available

It could be me, any way I have wasted enough time trying to work out. I have set the folder where the upload file is to any dog can do what ever they want but still get this this message on the UPLOAD tab 'Upload not available'

I have searched high and low for documentation or even a video but there seems to be a problem of either help or documentation out of date or not available?

Can you point me in the correct direction?

On the page that you have applied HTML Editor to, edit the HTML Editor instance, click the pencil Icon next to the preset selection, on the general tab, make sure you have checked the option to Allow File Upload.
