Unable to Add New Users to Power CMS Builder

I'm using the latest build of Power CMS Builder (1.0.1), but on a particular site, when I go to add users it takes me back to the index.php page under admin_cms. I've checked to see that user_insert.php is there and it is.

I don't have any pages set up with the developer code because I was going to do updates myself, but find I need to use the CMS now. I don't think that should make a difference when adding users, but am adding in case it does.

This site was created using site builder and the cms was added automatically. I can access as admin, just not create new users.
