eCart 5.0.3 & Universal Email (Form Builder)

eCart does not seem to be recognizing Universal Email that comes bundled with CSS Form Builder. Or at least I never got prompted for email functionality in the Checkout wizard. It takes me straight to Page Designs and seems to skip the step for setting up an email receipt. (I am following the Getting Started Guide) Create Email Message is listed on the Webassist drop down menu in DW. What am I doing wrong?

The option to configure an email message will be available if you are selecting to use a Local Checkout method.

If you select to use a remote checkout method, such as paypal payments standard, the email will be handled by the remote checkout gateway, not by universal email.
