Just wondering if you create a site with the 2 above, do you have 2 separate user logins or can you login via one central loginpage?

yes, you can use both solutions in your site, they will have 2 separate login and admin panels though, they are not combined.

Would the same be true for PowerCMS Builder and ecart? ie 2 logins or a combined login?

eCart itself does not have a login.

if you created a store with security assist that required login though, it would be a separate login as well, the pcms login would be for the administrator, you would not want your store visitors to be able to login to the pcms admin section.
